The purpose of this document is to draw up a state of the art review and guidelines
on teacher policies for the countries of Latin America and the Caribbean under the
Regional Strategic Project on Teachers for Latin America and the Caribbean, which is
part of UNESCO’s global “Teachers for Education for All” strategy.
For the purposes of this report, OREALC/UNESCO in Santiago defined a working method
based on contributions by Latin American teacher policy experts and on the work of
eight national consultation and discussion groups convened in Argentina, Brazil, Chile,
Colombia, Guatemala, Mexico, Peru and Trinidad and Tobago. The groups consisted
of governmental, academic and union stakeholders. Subregional representativeness
and accumulated experience of education policy were the criteria used to select the
